		COMPLAINT AND ORDER SUSPENDING TARIFF AND GRANTING TEMPORARY RATES
		
		

B A C K G R O U N D

  On January 14, 2000, Dahl-Smyth, Inc., G-165, filed with the Washington 
Utilities and Transportation Commission revisions to its current tariff naming 
rates to become effective March 1, 2000.

  The filed revisions consisted of:  Increased disposal fees and other 
operating costs.

  The carrier requests temporary rates approving pass through of disposal 
fees.  Staff recommended temporary rates be allowed pending further 
investigation. 

M E M O R A N D U M

  Pursuant to review of the filing and staff recommendations, the Commission 
finds that temporary rates should be allowed.  The temporary rates will remain 
in effect pending issuance of further Commission orders.

  The Commission suspends filing TG-000051 on February 23, 2000, to allow for 
hearing or hearings to ensure the rights and interests of the public will not 
be injuriously affected.

O R D E R

  IT IS ORDERED That filing TG-000051 is hereby suspended.

  IT IS ORDERED That the carrier is authorized to implement and collect, on a 
temporary basis, the revised rates contained in filing TG-000051.  Said rates 
to become effective March 1, 2000.

  IT IS ORDERED That the rates and charges sought to be amended by filing 
TG-000051 shall not be changed by a subsequent tariff or filing, until this 
suspension proceeding has been disposed of, or, until the period of suspension 
and any extension thereof has expired, unless authorized by special permission 
of the Commission
