It appears that the proposed tariff revisions will result in an increase in the charges and rates for natural gas service rendered by Respondent, and that the rights and interests of the public might be injuriously affected. It is the decision of the Commission to suspend the operation of the proposed tariff revisions. The Commission will initiate such hearings as are necessary and appropriate concerning the proposed tariff revisions and investigate whether the proposed rates and changes are just and reasonable. In accordance with RCW 80.04.130, the burden of proof to show that such increases are just and reasonable shall be upon the respondent. Pursuant to RCW 80.20.020, Avista Corporation shall bear the cost of this investigation. ORDER 1. The operation of the above-named tariff revisions, filed October 22, 1999, is suspended. 2. A hearing or hearings, on the Commission’s own motion, shall be held at such times and places as may be required. 3. No change or alteration shall be made in the filed tariff revisions during the period of suspension without prior written authorization of the Commission. 4. As provided in RCW 80.20.020, Avista Corporation shall bear the cost of this investigation. Dated at Olympia, Washington, and effective this 30th day of November, 1999.
