BACKGROUND

1 By Order issued in Docket No. UE-001923 on December 9, 2000, the Commission 
allowed a new  tariff Schedule 70R, Voluntary Buy-Back of Customer Power, filed 
by Avista Corporation d/b/a/  Avista Utilities (Avista) to become effective on 
less than statutory notice.  The Order also required 1)  Avista to post offered 
curtailment prices on a publicly available website, and 2) periodic reports to 
be  filed with the Commission in a form and on a schedule sent by the Secretary.

2 On March 2, 2001, Avista filed tariff revisions to Schedule 70R in Docket 
No.UE-010295, which  include an extension of the program termination date to 
October 31, 2001.  The revisions were   allowed to go into effect on April 1, 
2001.

3 Avista agrees to continue to comply with the public disclosure of current 
curtailment price offers  required by Order in Docket No. UE-001923.

4 Furthermore, Avista agrees to file quarterly reports on participation and key 
aspects of the voluntary  curtailments during the extension period.  

5 This matter was heard by the Commission at its regularly scheduled meeting of 
March 28, 2001.


O R D E R

6 THE COMMISSION ORDERS:

7 (1)  That Avista Corporation d/b/a/ Avista Utilities must post its current 
curtailment price offeres  on a publicly available website.

8 (2)  The Commission further orders that Avista Corporation d/b/a/ Avista 
Utilities must file   quarterly reports with the Commission in a form and on a 
schedule sent by letter from the Secretary.
