TO PARTIES OF RECORD:
The answers filed by Qwest and Verizon in response to Commission Staff's 
request for clarification make clear that their filing of cost models in Part B 
of this proceeding are consistent with paragraph 8 of the Commission's Third 
Supplemental Order, and appear to fully address Staff's concerns regarding the 
admissibility of evidence. 
The Commission does not consider any reference to the Hatfield 3.1 model in 
Staff's request for clarification as intended to characterize the process that 
the Commission employed to develop unbundled loop costs in UT-960369, et al., 
nor does the Commission understand the request for clarification to ascribe any 
improper motive to other parties. Accordingly, the Commission finds that any 
further resolution of the request and answers is unnecessary.
