LETTER REJECTING REQUEST
Re:          Docket No. UT-013018; Request of Qwest Corporation and Tsunami 
Communications, Inc., for      Approval of Fully Negotiated Resale 
Interconnection Agreement
TO ALL PARTIES: 
On March 16, 2001, Qwest Corporation (“Qwest”) and Tsunami Communications, Inc. 
(“Tsunami”) filed with the Commission a request for approval of a fully 
negotiated interconnection agreement, in Docket No. UT-013018 (“Agreement”). 
The parties’ signatures appear at page 51, above which the parties agree that 
“[t]his Agreement constitutes the entire agreement between the Parties . . .” 
Attached to the Agreement on a separate page, immediately following the page on 
which the parties’ signatures appear, is an “Exhibit A – Washington Rates Local 
Exchange Services Resale of Services”, which purports on its face to replace 
sections 6.3.8 and 6.3.9 of the Agreement. See Resale Agreement Between Qwest 
and Tsunami, at p. 52.
The agreement does not specify the effect or the purpose of the attachment and 
the proposal therefore is ambiguous on its face. The Commission rejects the 
proposal filed in this docket. The time periods under 47 U.S.C. 252(e)(4) will 
commence when the Commission receives an unambiguous filing or a correction 
clarifying the current filing.
