Discussion: On July 14, 2000, the above-named company filed a general rate increase application proposed to become effective August 14, 2000. PNWTS provides scheduled and door-to-door bus service from Thurston and Pierce County locations to Seattle-Tacoma International Airport. The filing also contained a Less than Statutory Notice (LSN) application seeking a August 1, 2000 effective date. Since little justification material had been provided by the company, the Commission took no action on the LSN request at its Open Meeting of July 31, 2000. The letter of transmittal accompanying the filing states the rates are proposed to increase between 15 and 20 percent. Present rates have been in effect since July, 1998, however the company has been in recently (Docket TC-001111) for fuel surcharge supplements. As of this date, no additional verification data has been received. The company has therefore not demonstrated that the proposed rates are fair, just, and reasonable. It is therefore recommended that the Commission issue a complaint and order to suspend the proposed rate increase of Pacific Northwest Transportation Service, Inc., C-862 (PNWTS) in Docket TC-001092.
