  On July 9, 1997, Sound Water Company, Inc., (Sound Water) filed a contract 
with the Commission for the provision of domestic water service to Jacobson 
Construction subdivision designated as the plat of Cascade Green.

  The contract with Jacobson Construction is for the Cascade Green 
Subdivision.  This subdivision is slated to be a mobile home park with 48 
lots.  The contract was filed to delineate an offsite construction charge of 
$125.00 per lot, the tariffed service connection charge of $528.50 per lot, 
reimbursement charges of $2,000.00 for field support, and $1,200.00 for project 
certification by Sound Water's licensed Civil Engineer.

  The Commission on July 30, 1997, entered a Complaint and Order Suspending 
contract pending an investigation concerning the charges and the reasonableness 
and justness thereof. 

  On August 13, 1997, the Commission approved a sale and transfer application 
in Docket UW-961070.  This joint application was filed by Sound Water and 
Rainier View Water Co., Inc. (Rainier View) for the transfer of water system 
assets from Sound Water to Rainier View.  Rainier View filed a revised contract 
with Jacobson Construction for the completion of the project to serve Cascade 
Green.  That contract was approved November 26, 1997, in Docket UW-971584.  Due 
to the transfer of assets and the approval of a new contract with Rainier View, 
this contract and Docket UW-971124 is no longer necessary.

FINDINGS

  1. Sound Water Company, Inc., is a water company and as such is a public 
service company subject to the jurisdiction of the Commission.

  2. Based on the transfer of assets and the approval of a new contract with 
Rainier View, this contract is no longer necessary. 

  3. It is not contrary to public interest that the Complaint and Order 
Suspending Contract in this docket be dismissed.

O R D E R

  THE COMMISSION THEREFORE ORDERS That the Complaint and Order Suspending 
contract in this docket, dated July 30, 1997, is dismissed.
