Recommendation:

Lift the suspension and dismiss the complaint of Dahl-Smyth, Inc., G-165, in 
Docket TG-970481, and allow the revised pages to become effective July 1, 1997.

Discussion:

On March 13, 1997, the above named company filed revised tariff pages proposing 
new definitions and charges to customers.  Staff concerns about the nature and 
magnitude of a number of the proposals led to the filing being suspended at the 
Open Meeting of April 30, 1997.  Using automated equipment, this company serves 
3,160 customers mainly around Walla Walla.  Present rates have been in effect 
since February 1, 1997, at which time a disposal fee only increase was approved 
pursuant to           RCW 81.77.160.

The company has now modified their original filing at the staff’s request.  The 
following table summarizes the original request and the newly revised pages 
that have now been received.  Overall, the revisions will generate less than 
$2,000 on an annual basis.
