BEFORE THE WASHINGTON UTILITIES AND TRANSPORTATION COMMISSION In the Matter of the Application for the Contract for Fire Flow Services By North Bainbridge Water Company, Inc. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . ) ) ) ) ) ) ) ) ) ) DOCKET UW-010337 ORDER GRANTING WAIVER OF RULE 480-110-415 (1) METERS BACKGROUND 1 On March 12, 2001, North Bainbridge Water Company, Inc., (North Bainbridge) filed a contract for line extension, fire prevention service connection and charges with Unity Church on Bainbridge Island (developer). North Bainbridge serves approximately 1,550 customers within the City of Bainbridge Island. 2 The contract is for the installation of a six-inch (6”) ductile iron main with additional service for fire flow capacity to the developer's property. Additionally, the developer is requesting a new two-inch (2”) meter which equates to seven (7) Equivalent Residential Units (ERU). All installation cost will be paid by the developer. 3 One portion of the contract calls for installation of a leak detector / bypass device (meter). North Bainbridge states the purpose of this device is not to measure routine water consumption, but to detect leaks and unauthorized usage. If any usage is detected, North Bainbridge would then recover costs associated with water usage according to the company's tariff rates for water service. 4 North Bainbridge is requesting a limited waiver of WAC 480-110-415 (1). This WAC provides that the water company bears the cost of the meter and meter installation. North Bainbridge states this leak detection/bypass device is not used to determine monthly water service charge, except in the case of unauthorized usage. 5 Fire flow service rate is established by this contract to charge the customer for the company's capacity to provide fire flow if needed. The rate shall be $.25 per 100 square feet of building space on developer's property. Additionally, if this customer's regular service usage exceeds 12,000 cubic feet per month on average for any consecutive six-month period, the customer's service will change in class or have flow restriction devices installed to limit excess consumption. 6 This matter was brought before the Commission at its regularly scheduled open meeting on March 28, 2001. The Commissioners, having been fully advised in the matter, and having determined the following order to be consistent with the public interest, directed the Secretary to enter the following order and related provisions. FINDINGS 7 North Bainbridge Water Company, Inc., is an investor owned water company and is a public service company subject to the jurisdiction of the Commission. O R D E R 8 THE COMMISSION ORDERS: 9 After the effective date of this order and subject to the provisions herein, North Bainbridge Water Company, Inc., is autho-rized the limited waiver of WAC 480-110-415 (1) granted under the terms and conditions of the proposed agreement filed as an exhibit.
