BEFORE THE WASHINGTON UTILITIES AND TRANSPORTATION COMMISSION In the Matter of the Requested ) Waiver of Statutory Notice in ) DOCKET UE-001841 Connection with the Tariff ) Filed by ) ORDER GRANTING LESS Puget Sound Energy, Inc. ) THAN STATUTORY NOTICE . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . ) BACKGROUND 1. On November 22, 2000, Puget Sound Energy, Inc., (PSE, or the Company) filed with the Commission a revision to its currently effective Tariff WN U-60 Electric Tariff G, designated as Third Revised Sheet No. 93, Voluntary Load Curtailment Rider. 2. The tariff sheet bears an inserted effective date of December 28, 2000. This date recognizes statutory notice as required. The Company requests, however, that statutory notice be waived and that the revision become effective December 10, 2000, with an expiration date of March 31, 2001. 3. The proposed Schedule 93 gives an additional power management tool to PSE. 4. PSE declares a need to implement the tariff immediately due to imminent severe weather conditions and extraordinarily high market prices for short-term power. 5. PSE further agrees to report on the results of this filing describing the participation and key aspects of the voluntary curtailments. 6. PSE agrees to post offered curtailment prices on a publicly available website. 7. Since the tariff and waiver of statutory notice is not inconsistent with the public interest, it is deemed appropriate that the Company be granted the waiver it is requesting with an effective date of December 10, 2000. The Commission's approval of this tariff makes no statement regarding the prudence of any of the expenditures under the tariff nor about potential cost recovery as part of any future rate case. FINDINGS 8. The tariff revision filed herein by Puget Sound Energy, Inc. November 22, 2000, and giving consideration to all relevant matters and for good cause shown, the Commission finds that the tariff revision should become effective December 10, 2000, with an expiration date of March 31, 2001. PSE will file reports on the use and effectiveness of this tariff and will post offered curtailment prices on a publicly available website. O R D E R 9. THE COMMISSION THEREFORE ORDERS That the requested waiver of statutory notice in connection with the tariff revision filed herein by Puget Sound Energy, November 22, 2000, is hereby granted, and said tariff revision shall become effective December 10, 2000, with an expiration date of March 31, 2001. 10. PSE must file periodic reports with the Commission in a form and on a schedule sent by letter from the Secretary describing the level of participation by its customers, impacts on the daily dispatch of its electric system, and any other key aspect of the voluntary curtailments undertaken by its customers pursuant to this tariff. In addition, PSE must incorporate and separately identify the impact this tariff will have on its power supply costs and include this analysis in the reports. 11. PSE will post offered curtailment prices on a publicly available website. 12. DATED at Olympia, Washington, and effective this 9th day of December, 2000.
