  On December 21, 1999,Avista Utilities filed with the Commission revisions to 
its currently effective Tariff WN U-29, designated as: 

  Second Revision Sheet B,
  First Revision Sheet 155.
  Second Revision Sheet 156

  The tariff sheets bear an inserted effective date of January 21, 2000.  This 
date recognizes statutory notice as required.  The company requests, however, 
that statutory notice be waived and that the revisions become effective January 
1, 2000.  This filing is a replacement for the Company’s proposal in Docket 
UG-991871, filed on December 1,1999.  It is intended to more closely align 
rates to the cost being experienced by Avista Utilities currently.

  The purpose for the filing is twofold: 1) to adjust for projected gas costs, 
and 2) to establish an amortization rate for the past difference between actual 
gas costs and gas costs embedded in tariff rates.  The reason for the request 
for less than statutory notice is to expedite implementation of the rates 
resulting from discussion and negotiation in Docket UG-991871, and to align 
rates with currently being incurred by Avista Utilities .

  Since the tariff revisions filed herein are fair, just and reasonable, and 
waiver of statutory notice is not inconsis-tent with the public interest, it is 
deemed appropriate that the company be granted the waiver it is requesting with 
an effective date of January 1, 2000.

FINDINGS

  After careful examination of the tariff revisions filed herein by Avista 
Utilities, December 21, 1999, and giving consideration to all relevant matters 
and for good cause shown, the Commission finds that the tariff revisions should 
become effective January 1, 2000.

O R D E R

  THE COMMISSION THEREFORE ORDERS That the requested waiver of statutory notice 
in connection with the tariff revisions filed herein by Avista Utilities, 
December 21-, 1999, is hereby granted, and said tariff revisions shall become 
effective January 1, 2000.
