Discussion: The objective of this rulemaking is to review rules governing the Commission’s regulation of electric companies in compliance with Executive Order 97-02 to determine whether: 1. The rules comply with authorizing statutes; 2. The current rules are obsolete, duplicative, or need to be repealed; 3. The rules provide the results that they were originally intended to achieve; and 4. The rules are written and organized in a clear and concise manner, in order that they may be readily understood by those to whom they apply. Staff will schedule public meetings and workshops with broad notice to interested persons, inviting regulated carriers, their customers, and other interested parties to participate in the rulemaking process. Therefore, Staff recommends that the Commission direct the Secretary to file a preproposal statement of inquiry (CR 101) in Docket UG-990473 to initiate review of the Commission’s Docket UE-990473 March 31, 1999 Page 2 rules relating to Electric Companies in Chapter 480-100 WAC.
