  WAC 480-110-031 (5) provides that the annual report forms for all classes of 
water utilities shall be published by this commission and any change will only 
be accomplished after due notice and order of this Commission.

  On February 9, 1999, regulated water companies and interested parties were 
provided notice of proposed changes to the water annual report form. Comments 
received included access to the report on Commission website, filing by 
electronic media, and earlier mailing of report forms to the companies.  The 
Commission finds the attached water annual report form appropriate, pursuant to 
the rule.
