Recommendation:

Issue a Complaint and Order Suspending the Tariff Revisions filed by South 
Bainbridge Water System, Inc., in Docket UW-981516.

Discussion:

On November 30, 1998, South Bainbridge Water System, Inc. (South Bainbridge 
Water), filed tariff revisions in Docket UW-981516 for an approximate $61,500 
(24%) general rate increase. The company states the filing for an increase in 
revenues is necessary to meet the growing cost of operating and maintaining the 
water system. South Bainbridge Water’s last rate increase was effective July 
17, 1992.  South Bainbridge Water serves 956 metered customers on the south end 
of Bainbridge Island.

Customer notice was sent to customers November 30, 1998, with a follow up 
notice to “ready to serve” customers sent December 23, 1998.  The commission 
has received three letters opposed and one in favor of the rate increase.  
Those opposed believe the rate increase to be excessive.

South Bainbridge Water has not yet demonstrated that the proposed rates are 
fair, just, reasonable, and sufficient.  Therefore, staff recommends that the 
Commission Issue a Complaint and Order Suspending the Tariff Revisions filed by 
South Bainbridge Water System, Inc., in Docket UW-981516.
