  On August 14, 1997, Opus Correctional Inc., d/b/a LocTel, filed with the 
Commission, an initial tariff WN U-1.  The purpose of this filing is to allow 
less than statutory notice for the initial tariff filing of Opus Correctional 
Inc., d/b/a LocTel.

  The tariff sheets bear an inserted effective date of September 13, 1997.  
This date recognizes statutory notice as required.  The company requests, 
however, that statutory notice be waived and that the initial tariff become 
effective August 27, 1997.
 
  The reason for requesting LSN is to meet contractual obligations to provide 
telecommunication services to the Washington Department of Corrections on 
August 27, 1997.
  
  Since the initial tariff filed herein is fair, just and reasonable, and 
waiver of statutory notice is not inconsistent with the public interest, it is 
deemed appropriate that the company be granted the waiver it is requesting with 
an effective date of August 27, 1997.

FINDINGS

  After careful examination of the initial tariff filed by Opus Correctional 
Inc., d/b/a LocTel on August 14, 1997, and giving consideration to all relevant 
matters and for good cause shown, the Commission finds that the initial tariff 
should become effective August 27, 1997.

O R D E R

  THE COMMISSION THEREFORE ORDERS That the requested waiver of statutory notice 
in connection with the initial tariff filed by Opus Correctional Inc., d/b/a 
LocTel on August 14, 1997, is hereby granted, and said initial tariff shall 
become effective August 27, 1997.
