BACKGROUND

  On March 8, 2001, Winstar Wireless, Inc. (Winstar) filed with the Commission 
a request for extension of the Central Office Code activation deadline, as 
assigned by the North American Numbering Plan Administrator (NANPA), 
administered by Neustar, Inc.

  The Federal Communications Commission (FCC) rules dictate that Code Holders 
activate code within six months of assignment.   The FCC first report and Order 
on Number Resource Optimization, Docket 00-104, Paragraph 233, specifies that 
State Commissions may grant a one time extension, not to exceed six months, for 
circumstances beyond the code holders control.

  Winstar has filed an extension request, noting coordination difficulties with 
other Local Exchange Carriers, that have caused delays in the implementation of 
one central office code, 425-305 (Everett – originally due 3/14/01).    Winstar 
indicates that the expected activation target date is June 14, 2001.   Staff 
recommends extending their deadline until June 30, 2001 to eliminate additional 
requests.   Staff also notes that if the Code Holder is ordered to return this 
code, they may make an immediate request for another code, thus a net savings 
of codes will not occur.

  Since the deadline extension filed herein is within the Commission’s 
statutory authority and consistent with the public interest, it is deemed 
appropriate that the company be granted the extension it is requesting, with a 
new deadline of  June 30, 2001.

FINDINGS

  After careful examination of the deadline extension request filed  by Winstar 
Wireless, Inc. on March 8, 2001, and giving consideration to all relevant 
matters and for good cause shown, the Commission finds that the deadline should 
be extended until June 30, 2001, and directs the Secretary to issue the 
following order.






O R D E R

  THE COMMISSION ORDERS That the requested extension of Central Office Code 
activation deadline, for 425-305, filed by Winstar Wireless, Inc. on March 8, 
2001, is granted, and said deadline shall be extended to June 30, 2001.
