BEFORE THE WASHINGTON UTILITES AND TRANSPORTATION COMMISSION In the matter of the Requested ) Extension of Central Office ) DOCKET UT–010162 Code Activation Deadline for ) North American Numbering Plan ) ORDER GRANTING EXTENSION Filed by Level 3 Communications, LLC ) OF ACTIVATION DEADLINE ) FOR CENTRAL OFFICE CODE ………………………………………………) BACKGROUND On February 6, 2001, Level 3 Communications, LLC (Level 3) filed with the Commission a request for extension of the Central Office Code activation deadline, as assigned by the North American Numbering Plan Administrator (NANPA), administered by Neustar, Inc. The Federal Communications Commission (FCC) rules dictate that Code Holders activate code within six months of assignment. They also grant State Commissions the authority to grant extensions, not to exceed six months, for reasonable cause, under FCC Regulations, CFR 52.15(i). Level 3 has filed an extension request, noting technical difficulties in implementing new technologies, that have caused delays in the implementation of one central office code, 253-590 (Tacoma – originally due 8/14/00). Level 3 indicates that the expected activation target date is April 10, 2001. Staff recommends extending their deadline until April 30, 2001, to eliminate additional requests. Since the deadline extension filed herein is within the Commission’s statutory authority and consistent with the public interest, it is deemed appropriate that the company be granted the extension it is requesting, with a new deadline of April 30, 2001. FINDINGS After careful examination of the deadline extension request filed by Level 3 Communications, LLC on February 6, 2001, and giving consideration to all relevant matters and for good cause shown, the Commission finds that the deadline should be extended until April 30, 2001, and directs the Secretary to issue the following order. O R D E R THE COMMISSION THEREFORE ORDERS That the requested extension of Central Office Code activation deadline, for 253-590, filed by Level 3 Communications, LLC on February 6, 2001, is granted, and said deadline shall be extended to April 30, 2001. DATED at Olympia, Washington, and effective this 14th day of February, 2001. WASHINGTON UTILITIES AND TRANSPORTATION COMMISSION CAROLE J. WASHBURN, Secretary
