Discussion: On February 1, 2000 Harbor Springs Water Company, Inc., (Harbor Springs) filed a request to withdraw their filing dated November 30, 1999 in Docket UW-990642. At the same time the company filed revised rates and requested LSN treatment. The Company cited a significant increase in the fees charged by the company's Satellite Management Agency, Peninsula Light Co., as the reason for LSN treatment. Peninsula Light Co. had originally planned to begin charging Harbor Springs the new higher fees as of February 1, 2000. However, Peninsula Light Co. has decided to defer increasing their fee until March 1, 2000 recognizing that the company's new rates are not expected to become effective until the beginning of March. In addition, Staff has assured Harbor Spring customers of adequate notice of any Commission action. The timing of this filing however would not allow Staff enough time to provide adequate notice to the Harbor Springs customers. Adequate notice would allow customers the opportunity to participate fully in the process. The current, proposed rates, and the revised rates filed with the LSN request are provided below: Monthly Rates: Current Proposed Revised Flat Rate Service $ 29.00 $ 60.40 $ 44.85 Therefore, Staff recommends that the Commission take no action on the request for Less than Statutory Notice (LSN) and not allow the newly filed rates to become effective February 15, 2000.
