DECISION-MAKER

  AT&T Communications of the Pacific Northwest, Inc. (“AT&T”) and GTE Northwest 
Inc. (“GTE”) have jointly requested that the Commission approve a letter of 
agreement jointly executed by the parties and filed on April 24, 1997, 
regarding procedures for resolution of their disputes over the contract for 
interconnection, resale and unbundling in the State of Washington.  AT&T and 
GTE represent that these procedures will enable the parties to submit a single 
contract to the Commission for review and approval as quickly as possible.

  The Commission finds that the procedures agreed to between the parties are 
reasonable, and that they will enable the parties to submit a single contract 
to the Commission for review and approval as quickly as possible.  The parties 
shall be entitled to seek review and modification of the decision resolving 
disputes between the party in the same manner that they are entitled to seek 
review and modification of the Arbitrator’s Report and Decision in this 
docket.  The Commission hereby appoints Karl Craine to act as Decision-maker 
subject to the procedures which are agreed to between the parties.
