BACKGROUND

  WAC 480-80-047 requires that all local exchange telecommunications companies 
annually review and if necessary update the traffic sensitive and non-traffic 
sensitive carrier common line switched access tariffs and billing and 
collection tariffs on file with the Commission, and file a report of the 
results of that review by July 1 of each year.  WAC 480-80-048 permits the 
Washington Exchange Carrier Association (WECA) to file petitions and publish 
and file tariffs on behalf of those of its member companies that authorize it 
to do so.

MEMORANDUM

  On June 29, 1999, WECA filed a petition for waiver of the filing requirement 
for the report due July 1, 1999.  WECA represents that it has been negotiating 
with Commission Staff and other interested persons regarding the standards that 
might be applied to future WECA tariff filings.  WECA requests an extension to 
August 1, 1999, for filing the report required by WAC 480-80-047.

ORDER

  THE COMMISSION ORDERS That the petition of WECA for an extension of the July 
1 filing requirement in WAC 480-80-047 to August 1, 1999, is granted.
