On June 23, 1999, American Water Resources, Inc., (American Water) filed with the Commission a contract dated June 23, 1999, for line extension and water service. This contract for line extension is between the utility and Linda Brown. This contract provides for the utility to install and receive payment for a line extension on the water system known as #227 Little Donkey. This line extension will be used for providing a single water service connection at 3828 Biscay Street NW, Olympia. Property owners will pay $401.25 for the line extension. Additionally, the property owners will pay a $1,860 facilities charge and a $498.75 service connection charge. American Water will own and operate the line extension and provide water services at its currently tariffed rates. American Water is seeking Less Than Statutory Notice (LSN) treatment in an attempt to meet the property owner’s urgent need for water service. The contract bears an effective date of July 24, 1999. This date recognizes statutory notice as required. The utility requests, however, that statutory notice be waived and that the contract become effective July 1, 1999, on less than statutory notice (LSN). Since the contract filed herein appears fair, just and reasonable, and waiver of statutory notice is not inconsistent with the public interest, it is deemed appropriate that the utility be granted the waiver it is requesting with an effective date of July 1, 1999. FINDINGS After careful examination of the contract filed herein by American Water Resources, Inc., June 23, 1999, and giving consideration to all relevant matters and for good cause shown, the Commission finds that the contract should become effective July 1, 1999. O R D E R THE COMMISSION ORDERS: 1. That the requested waiver of statutory notice in connection with the contract filed herein by American Water Resources, Inc., June 23, 1999, is hereby granted, and said contract shall become effective July 1, 1999. 2. This order shall in no way affect the authority of this Commission over rates, service, or accounts, evaluations, estimates, or determination of cost or any matters whatsoever that may come before it, nor shall anything herein be construed as an acquiescence in any estimate or determination of cost or any valuation of property claimed or asserted.
