Reason petitioner requests waiver of statutory requirements and permission to 
file and publish the proposed provisions:

Significant decrease in annual and winter seasonal passenger numbers have 
resulted in significant reduction in revenue with increased costs.  This has 
put us in a current deficit cash flow.
