DOCKET UW-981106 Page 1 BEFORE THE WASHINGTON UTILITIES AND TRANSPORTATION COMMISSION In the Matter of the Requested ) Tariff Revision and ) DOCKET UW-981106 Wavier of WAC 480-110-071, 2(a) ) Filed by American Water ) ORDER GRANTING TARIFF Resources, Inc. ) AND APPROVAL OF WAIVER ) OF WAC 480-110-071, 2(a) On August 17, 1998, American Water Resources, Inc., (Company) filed in Docket UW-981106 a tariff revision designated as First Revision of Sheet No. 11, Canceling Original Sheet No. 11. This tariff revision corrects typographical errors, clarifies language, and defines the method of delivering the final 24-hour disconnect notice to water customers who have no telephone or are unable to be reached by telephone. The company is requesting waiver of WAC 480-110-071, section 2(a) to allow more flexibility in its disconnect procedures and to minimize cost to the company and customer. American Water Resources, Inc., notified its customers of this change via a monthly bill stamp about notice and disconnection. The company states the customer base is wide spread and it is inefficient for the company to send a representative to the customer's premise to deliver a 24-hours disconnect notice, and then to send the representative there the next day to effect the disconnect. The company states the proposed 72-hour written notice would provide the same consumer protection by allowing adequate notice time to the customer to respond to the company regarding the potential disconnection of water service. This requested waiver applies only to the second notice given to customers. The company will still provide the first written notice of intent to disconnect typically 22 days after the due date of the bill. Since the tariff filed herein appears fair, just and reasonable, and waiver of WAC 480-110-071, section 2(a), is not inconsistent with the public interest, it is deemed appropriate that the company be granted the waiver it is requesting. FINDINGS After careful examination of the tariff filed herein by American Water Resources, Inc., August 17, 1998, and giving consideration to all relevant matters and for good cause shown, the Commission finds that the tariff should become effective October 1, 1998. O R D E R THE COMMISSION THEREFORE ORDERS That the Tariff revision is granted and the requested waiver of WAC 480-110-071, section 2(a), is hereby approved, in connection with the tariff filed herein by American Water Resources, Inc., August 17, 1998, and said tariff shall become effective October 1, 1998.
