Present provisions are: Item 100:  Description of residential recycling program 
Optional service - comingled recycling in collector provided plastic bag.  Item 
230: Naming of disposal sites.

Proposed changes are: Item 100: Optional program separated recyclables in 
customer owned bins, some remote customers may remain on bag system at haulers 
discretion.  Item 230: Naming of new site.

Reason petitioner requests waiver of statutory requirements and permission to 
file and publish the proposed provisions:

Customers will have ample notice to phase in changes into the bin based 
program.  No changes in regulated rates disposal site update is to keep tariff 
current.


I request these provisions become effective on: November 8, 1997.
