UE-971291 for a Waiver of Administrative ) Rules. ) ORDER GRANTING ) WAIVER OF RULES ) On August 19, 1997, Pacific Power & Light (PP&L) filed a petition requesting waiver of WAC 480-100-041(4) for one year. PP&L has restructured their billing and receiving system, as a result cards returned with the bill, such as the request form, are not compatible with the system. PP&L will notify customers with a bill message rather than a bill insert request form in order for customers to obtain a free copy of the Rights and Responsibilities guide as well as a summary of the rate schedules. The bill message will invite customers to call a toll free telephone number. The message will be printed in both Spanish and English and will appear next to the energy use chart on the bill. PP&L will print this bill message twice per year and will track the number of requests received from customers. FINDINGS 1. Pacific Power & Light, a Washington corporation, is a public service company subject to the jurisdiction of this Commission under the provisions of chapter 80.28 RCW. 2. The waiver of WAC 480-100-041(4) for one year is reasonable and consistent with the public interest and should therefore be approved. O R D E R THE COMMISSION ORDERS: After the effective date of this order, Pacific Power & Light is hereby granted the waiver of WAC 480-100-041(4) for the period of one year.
