The company is requesting an increase in its rates of approximately $28,000 per year. Frog Pond currently serves approximately 470 customers in the Seabeck Area of Kitsap County. The tariff sheet bears an inserted effective date of July 1, 1997. This date recognizes statutory notice as required. The company requests, however, that statutory notice be waived and that the revision become effective June 7, 1997. The rate filing requests an increase to cover the increased cost of operations and to recover the cost of well #6 installed in 1995. The company states that this increase will enable them to continue upgrading the water system as outlined in their comprehensive water system plan. The average monthly usage per customer is approximately 2,839 cubic feet. Currently, the company does not bill metered rates and all customers are billed at the flat rate. Revised rates would generate approximately $28,000 annually. This revenue increase would be the result of installation of meters and use of a staff proposed metered rate. Staff believes that by using meters, the company would reduce its overall demand for water and help eliminate revenue shortfalls. To encourage the company to install meters, the revised flat rate will expire December 31, 1998, and charges will fall to the base meter rate. Since the tariff revision filed herein is fair, just, reasonable, and sufficient and less than statutory notice treatment is not inconsistent with the public interest, it is deemed appropriate that Frog Pond be granted the less than statutory notice treatment it is requesting with an effective date of June 7, 1997. FINDINGS After careful examination of the tariff revision filed herein by Frog Pond Waters, Inc., May 28, 1997, and giving consideration to all relevant matters and for good cause shown, the Commission finds that the tariff revisions should become effective June 7, 1997. O R D E R THE COMMISSION THEREFORE ORDERS 1. That the requested less than statutory notice treatment in connection with the tariff revisions filed herein by Frog Pond Waters, Inc., May 28, 1997, is hereby granted, and said tariff revisions shall become effective June 7, 1997. 2. This order shall in no way affect the authority of this Commission over rates, service, or accounts, evaluations, esti-mates, or determination of cost or any matters whatsoever that may come before it, nor shall anything herein be construed as an acquies- cence in any estimate or determination of cost or any valuation of property claimed or asserted.
