less than thirty-days notice.  (Giving twenty-day notice)

Reason petitioner requests waiver of statutory requirements and permission to 
file and publish the proposed provisions:

1.  Roche Harbor Resort has requested that we begin weekent operations on April 
5, 1997.
2.  Increased visitor numbers have been observed arriving to Friday Harbor.

I request these provisions become effective on:  April 5, 1997
