Recommendation:

Suspend the filing of Dahl-Smith, Inc., G-165, in Docket  TG-970481 unless 
withdrawn by the company.

Discussion:

On March 13, 1997, the above named company filed revised tariff pages naming 
new definitions and charges proposed to become effective May 1, 1997.  Using 
automated collection equipment, the company serves about 3,160 customers in 
Walla Walla and Columbia Counties.  Present rates have been in effect since 
February 1, 1997, at which time the company was granted a disposal fee only 
increase pursuant to the provisions of RCW 81.77.160 in spite of a negative 
revenue requirement.

Staff has taken exception to a number of the new definitions and related 
charges both with respect to their nature and magnitude. Additionally, five 
letters have been received from customers opposing the new charges for 

repositioning cans for pick up, change in service fees, locking and unlocking 
gate and container fees, Christmas tree removal, and container pickup and 
redelivery fee.

Staff recommends that the filing of Dahl-Smith, Inc., G-165, in Docket 
TG-970481 be suspended unless withdrawn by the company.
