  On September 21, 1995, the Washington Exchange Carrier Association filed with 
the Commission under its Advice No. 13 revisions to its currently effective 
Tariff WN U-1, designated as Third Revised Sheet No. 1, Third Revised Sheet No. 
3, and Seventh Revised Sheet No. 9.

  The tariff sheets bear an inserted effective date of October 21, 1995.  This 
date recognizes statutory notice as required.  The company requests, however, 
that statutory notice be waived and that the revision become effective October 
1, 1995.

  The purpose of the filing is to replace the Washington Exchange Carrier 
Association's original filings in Dockets 
UT-950466 and UT-951007 (which have been requested to be withdrawn contingent 
upon the approval of this filing) with revised rate levels as recommended by 
Commission staff.

  The reason for requesting LSN is to reflect the revised rate levels in the 
appropriate tariff format to be effective on October 1, 1995, as agreed upon by 
the parties.

  Since the tariff revision filed herein is fair, just and reasonable, and 
waiver of statutory notice is not inconsistent with the public interest, it is 
deemed appropriate that the company be granted the waiver it is requesting with 
an effective date of October 1, 1995.

FINDINGS

  After careful examination of the tariff revision filed herein by the 
Washington Exchange Carrier Association, on September 21, 1995, and giving 
consideration to all relevant matters and for good cause shown, the Commission 
finds that the tariff revision should become effective October 1, 1995.



O R D E R

  THE COMMISSION THEREFORE ORDERS That the requested waiver of statutory notice 
in connection with the tariff revisions filed herein by the Washington Exchange 
Carrier Association, on September 21, 1995, is hereby granted, and said tariff 
revisions shall become effective October 1, 1995.
