Recommendation:

Issue a complaint and order to suspend the proposed rate increases of Waste 
Management - Seattle in Docket TG-000098.
 
Discussion:

On January 26, 1999, the above named company filed proposed changes to its 
Tariff 5 increasing rates for commercial service just outside Seattle city 
limits.  No increases are being proposed for service within the city at this 
time.  The proposed effective date for the filing is April 1, 2000.  The filing 
will generate about $64,400 (15%) on affected traffic.  There have been no 
comments received from the public.

As of this time, the staff review of the filing is well along, but the company 
has not yet justified that the proposed rates are fair, just, and reasonable.
