Petitioner believes the primary issue to be whether WECA’s Carrier Common Line Costs above 25% of their unseparated NTS revenue requirement would be recovered on statewide minutes. 5. Petitioner’s request for party status will not unreasonably broaden the issues, broaden the record, or delay this proceeding.
