		LATE FILED PETITION TO INTERVENE AND PARTICIPATE AS A FULL PARTY


 GTE Northwest Incorporated (“Petitioner”) respectfully petitions to intervene 
in this proceeding as a full party, hereby gives notice of intent to 
participate as a full party, and shows as follows:

 2. Petitioner is a local exchange company that provides telecommunication 
services in the state of Washington
 3. Petitioner is interested in the issues presented by this proceeding because 
Petition is concerned that its customers would be required to subsidize WECA’s 
Carrier Common Line Costs.
 4. Petitioner believes the primary issue to be whether WECA’s Carrier Common 
Line Costs above 25% of their unseparated NTS revenue requirement would be 
recovered on statewide minutes.
 5. Petitioner’s request for party status will not unreasonably broaden the 
issues, broaden the record, or delay this proceeding.
 WHEREFORE, Petitioner requests an order granting it intervention in this 
proceeding.
