Recommendation:          
Direct the Secretary to file a Notice of Proposed Rulemaking (CR-102) in Docket 
UT-991737, in order to Revise Chapter 480-120-071WAC relating to Service 
Extensions (currently titled Line Extensions).
Background 
The Commission considered the rule at its Open Meeting held June 16 and 
determined that changes would improve the the clarity of the rule and thereby 
make tariff drafting easier for companies and improve the ease of 
administration. 
Proposed Rule 
The anticipated revisions to be proposed concern the locations in which a 
revised rule would apply; provide clarification to the applicability of the 
rule to various types of development activity; include the revisions provided 
to interested parties prior to June 16 and other revisions suggested on June 16.
Conclusion
Staff recommends issuing a second CR-102 and establishing a notice and comment 
period.
