Web tour of electronic price lists and tariffs. Prepared for SBEIS Workshop, January 22, 2001, by Jeffrey Showman. Introduction: Important distinction between electronic availability of information to customers (i.e. web access), and electronic filing of information by companies. A. Electronic availability: Tariffs and/or price lists on-line Current Commission rules require companies to make information about prices and service terms available to customers, e.g. by making tariffs available at company business offices (WAC 480-80-080 and -090). For customers with access to the internet, tariffs and price lists may be made available through the world wide web. These documents can be provided by the regulator or by the company. Documents can be Word documents, Adobe Acrobat, or displayed in "plain text" on the screen 1. Provided through the regulator Pennsylvania FCC - (scroll down, under "Public Access", choose "browse filed tariff documents") Idaho 2. Provided by the company Northwest Natural Gas - choose "WN U-6" Sprint - (choose "Sprint local telephone" then "intrastate tariffs"), and scroll down to Washington) Qwest American States Water Company An example of a free website, constructed by Glenn Blackmon of the Commission's staff in about 15 minutes (using a link to Sprint's price list and tariffs): http://www.geocities.com/wutctelecom/ B. Electronic filing Companies can file tariffs and supporting information electronically. The mechanism may be through a web site, or in other ways (e.g. file transfer protocol (ftp) or email). 1. FCC - Common carrier bureau electronic tariff submission system 2. Connecticut DPUC - electronic filing system; example of DPUC tariff filing news. 3. Idaho - Electronic filing pilot 4. Texas- Users can retrieve information as well as file. Note that paper is still the official copy. 5. FERC - Electronic filing pilot: http://www.ferc.fed.us/efi/doorbell.htm.
