September 27, 2000 NOTICE OF PREHEARING CONFERENCE (9:00 a.m., October 4, 2000) RE: In the Matter of the Investigation Into U S WEST COMMUNICATIONS, INC.’s Compliance with Section 271 of the Telecommunications Act of 1996, Docket No. UT-003022; In the Matter of U S WEST COMMUNICATIONS INC.’s Statement of Generally Available Terms Pursuant to Section 252(f) of the Telecommunications Act of 1996, Docket No. UT-003040. TO PARTIES OF RECORD AND OTHER INTERESTED PARTIES: The Commission gives notice to all parties of record and other interested parties of the time and place established for a prehearing conference to determine scheduling for a follow-up workshop for Workshop 2, to discuss topics and scheduling for Workshop 3 and a possible Workshop 4 in this proceeding, and other issues raised by the parties. On September 19, 2000, Qwest Corporation, f/k/a U S WEST Communications, Inc. (Qwest) requested by letter that the Commission address the issue of Qwest’s compliance with Section 272 of the 1996 Telecommunications Act in Workshop 3, rather than Workshop 2 scheduled to be held November 6-10, 2000. In a letter dated September 20, 2000, NEXTLINK Washington, Inc., Electric Lightwave, Inc., and Advanced TelCom Group, Inc. (Joint CLECs) oppose Qwest’s request to move the issue of Section 272 compliance to Workshop 3, requesting that the Commission schedule a fourth workshop to include Section 272 issues, as well as issues of public interest and performance. In an e-mail sent on September 20, 2000, and letter dated September 21, 2000, Sprint makes a similar request. In an e-mail message sent on September 20, 2000, WorldCom concurred with Sprint’s request. By letter dated September 21, 2000, AT&T requests that the Commission stay this proceeding until Qwest states its compliance with Section 272 and other Section 271 issues. In the alternative AT&T concurs with Sprint and WorldCom’s requests. By letter dated September 22, 2000, Public Counsel also requests that these issues be addressed in a fourth workshop. Given Qwest’s request, other parties’ responses, and the constrained schedule in this proceeding, it is appropriate to hold a prehearing conference to consider all parties’ requests. NOTICE IS HEREBY GIVEN THAT a prehearing conference will be held on October 4, 2000, beginning at 9:00 a.m., in the Commission’s Hearing Room, Room 206, Chandler Plaza Building, 1300 S. Evergreen Park Drive SW, Olympia, Washington. If you are unable to attend the scheduling conference in person, you may attend via the Commission’s teleconference bridge line.
