This is a continuation in the evidentiary hearings, the matter of the Washington Utilities and Transportation Commission versus Washington Exchange Carrier Association under Docket Number UT-971140. Today's date is Friday, May 29, 1998. We're convened in Olympia, Washington before Chairman Anne Levinson, Commissioners Richard Hemstad, William R. Gillis, and Administrative Law Judge Terrence Stapleton. We will resume with the cross-examination of Mr. Twitchell. Remind you, Mr. Twitchell, you are still under oath and we'll pick up with Mr. Finnigan's cross, please. MR. FINNIGAN: Thank you. MAURICE K. TWITCHELL, having been previously sworn, was called as a witness herein and was examined and testified as follows: CROSS-EXAMINATION BY MR. FINNIGAN: Q. Mr. Twitchell, let's resume with the subject of the corporate overheads expense. A. Okay. Q. When you did the analysis of the NECA data, did you confirm whether that included all NECA companies or not? A. No, it didn't. Q. Do you know whether or not the information contained covers all NECA member companies? A. It's my understanding that it does. Q. Do you have a list of -- do you have your printout? Do you have NECACOR on your computer? A. Yes, I do. Q. NECACOR2 I believe is the version we're working with. Is that what you have loaded? A. Yes. Q. Would you see if you could find Mt. Angel Telephone Company. It's an Oregon telephone company. MR. SNYDER: Your Honor, may I make a suggestion? I have an exhibit that I intended to have marked and used in my examination which I will represent is a printout of the document to which Mr. Finnigan is referring and that I believe Mr. Twitchell is referring to. If it would be helpful, we could at least mark that one now so there would be something that the bench could look at that would correspond with what the witness may be looking at. MS. TENNYSON: I have no objection. JUDGE STAPLETON: All right. Should we distribute that and mark it then, please? A. What was the name of that company again? Q. Mt. Angel. A. Mount? Q. M T. JUDGE STAPLETON: Good morning. Are there individuals who are on the bridge line this morning? MR. SNYDER: Your Honor, if I might, just a comment. The file NECACOR2 -- and we'll ask the witness about this to lay a proper foundation, is a Lotus based computer file that consists of multiple sheets. What has been printed out and I'm asking to have marked and the witness will be able to confirm, I hope, is a printout of sheet D from that. It has different names depending on whether you're looking at it in the Excel version or you're looking at it in the Lotus version. We can clarify. It's not the entire file, but it's that one spreadsheet portion of the file that's part of a larger workbook. JUDGE STAPLETON: Okay. MR. SNYDER: (Handing.) Your Honor, this multi-page document that I have handed you could
