In the first phase, the stated effective date of the tariff revisions is January 1, 2000. The second phase stated effective date is November 1, 2001. It appears that the proposed tariff revisions will result in an increase in the charges and rates for electric service rendered by Respondent, and that the rights and interests of the public might be injuriously affected. It is the decision of the Commission to suspend the operation of the proposed tariff revisions. The Commission will initiate such hearings as are necessary and appropriate concerning the proposed tariff revisions and investigate whether the proposed rates and changes are just and reasonable. In accordance with RCW 80.04.130, the burden of proof to show that such increases are just and reasonable shall be upon the respondent. Pursuant to RCW 80.20.020, PacifiCorp shall bear the cost of this investigation. ORDER 1. The operation of the tariff revisions filed November 24, 1999, by PacifiCorp dba Pacific Power & Light Company, is suspended. 2. A hearing or hearings, on the Commission’s own motion, shall be held at such times and places as may be required. 3. No change or alteration shall be made in the filed tariff revisions during the period of suspension without prior written authorization of the Commission. 4.
