April 1, 1998 NOTICE OF RESCHEDULED WORKSHOP (9:00 A.M., FRIDAY, MAY 1, 1998) AND NOTICE OF REQUEST FOR COMMENT ON ADDITIONAL QUESTIONS (5:00 P.M., FRIDAY, APRIL 17, 1998) Re: Petition for Investigation into the Cost of Universal Service and to Reform Intrastate Access Charges, and Obligation to Serve Requirement Docket No. UT-970325 TO ALL INTERESTED PERSONS: NOTICE is given that the Commission has canceled the Obligation to Serve workshop scheduled for April 21, 1998, and has rescheduled the workshop for 9:00 a.m. - 4:00 p.m, Friday, May 1, 1998. The purpose of the workshop is to discuss the obligation to serve issue, and the material to be provided through written comments to be filed no later than 5:00 p.m., Friday, April 17, 1998. The Commission will provide a detailed agenda for the workshop later this month. The deadline for comments remains the same, as indicated above. In addition to comments upon the questions related to obligation to serve in the original notice, we invite comments on the following questions: 1. Proposals have suggested the use of auctions (bidding process) to determine which provider(s) would serve high-cost locations: A. Could a bid process work to ensure service in presently unserved areas? B. How would you envision that process working? 2. Could a similar process be employed to ensure service in tariffed areas where the present incumbent does not wish to have an obligation to serve?
