  On December 30, 1997, Bliss Industries, Inc. d/b/a Y Bar S Water Company 
(Company) filed with the Commission an initial tariff containing the rates, 
terms, and conditions for water service.  On 
March 10, 1999, Commission Staff recommended to the Commission that it issue a 
Complaint and Order against the Company to determine whether the rates and 
charges presently made by the Company are fair, just, and reasonable.  In 
September 1999, Commission Staff and the Company reached a proposed settlement 
agreement in this matter.  The Commission’s current records in this proceeding 
is available for review and copying at its offices in Olympia, Washington.

  NOTICE IS HEREBY GIVEN That a public hearing to receive testimony and 
exhibits from members of the public concerning the proposed settlement will be 
held at 6:00 p.m. on Thursday, September 30, 1999, in the Commission’s Hearing 
Room, Second Floor, Chandler Plaza Building, 1300 S. Evergreen Park Drive S.W., 
Olympia, Washington.

  Administrative Law Judge Dennis J. Moss has been designated by the Commission 
to preside at all phases of these proceedings and will receive all evidence on 
the Commission’s behalf.  Parties and members of the public should not contact 
the presiding officer directly outside the scheduled hearings.
