UT-003013 Re: In the Matter of the Continued Costing and Pricing of Unbundled Network Elements and Transport and Termination Docket No. UT-003013 TO PARTIES OF RECORD: The Notice of Prehearing Conference in this case served February 18, 2000 (Notice), states relevant procedural history to this proceeding. This proceeding is a necessary and anticipated continuation of the Generic Costing and Pricing proceeding begun in November 1996, in Docket Nos. UT-960369, 960370, and 960371 (Generic Proceeding). In the Seventeenth Supplemental Order in the Generic Proceeding served on August 30, 1999 (17th Supp. Order), the Commission directed U S WEST Communications, Inc, and GTE Northwest Incorporated to file new operations support systems (OSS) and collocation cost studies. 17th Supp. Order, at paras. 526 and 531. In the Nineteenth Supplemental Order in the Generic Proceeding served on November 9, 1999, the Commission determined that it would open a new proceeding to address cost studies and pricing of OSS and collocation, in addition to other issues. Subsequently, U S WEST filed direct testimony of Teresa K. Million and Barbara J. Brohl in support of its OSS compliance filing on January 31, 2000, and direct testimony of Larry B. Brotherson and Jerrold L. Thompson in support of its collocation compliance filing on February 15, 2000. Both compliance filings were made in the Generic Proceeding prior to the opening of this case, but all direct testimony filed by U S WEST addresses issues referred to in the Notice. Accordingly, the Commission treats the direct testimony of Teresa K. Million and Barbara J. Brohl filed on January 31, 2000, and the direct testimony of Larry B. Brotherson and Jerrold L. Thompson filed on February 15, 2000, all filed in Docket No. UT-960369, et al., as if filed in Docket No. UT-003013.
