TO ALL PARTIES OF RECORD:

The Commission has limited staff resources in this docket and requires the 
assistance of an economist on the Commission’s advisory staff.  The only 
qualified person available to it is Tom Wilson, a staff member who at the time 
this docket originally began in 1996 discussed with the advocacy staff working 
on those issues, some of the issues that the Commission subsequently resolved.

The Commission does not believe that Mr. Wilson’s early involvement touched any 
of the issues that remain for resolution.  However, the Commission is 
disclosing its desire that Mr. Wilson work with it so that parties who have 
possible objections may state them.

Please indicate, no later than Friday, February 18, 2000, whether your client 
(a) has an objection, and state it for the record; (b) has no objection, and so 
state for the record; or (c) requires more time for consideration.
