Respondent. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . ) ) ) ) ) ) ) ) ) ) ) ) DOCKET UW-001657 ORDER DISMISSING COMPLAINT AND ORDER SUSPENDING TARIFF REVISIONS; GRANTING TARIFF REVISIONS BACKGROUND 1 On October 30, 2000, Gamble Bay Water, Inc., filed tariff revisions with the Commission to implement a new surcharge. Gamble Bay Water, Inc. serves approximately 260 customers in Kitsap and Snohomish counties. The tariff revisions filed with the Commission are designated as: 2 Fourth Revision Sheet No. 2 Canceling Third Revision Sheet No. 2 and First Revision Sheet No. 23 Canceling Original Sheet No. 23. 3 On November 29, 2000, the Commission entered a Complaint and Order Suspending Tariff Revisions pending an investigation to determine whether the revisions are fair, just and reasonable. 4 The tariff revisions would cancel expired surcharges and implement a new surcharge of $2.27 monthly. The new surcharge would apply to all customers of the company and would be used to repay a loan over five (5) years. The loan is being used to pay for drilling a new well on the Johanson water system located in Snohomish County. The proposed cost of the new well is $27,500 and it will be used to replace an existing well source that has failed. The revenue impact per customer will be $27.24 per year. FINDINGS 5 (1) Gamble Bay Water, Inc., is an investor owned water company and is a public service company subject to the jurisdiction of the Commission. 6 (2) The tariff revisions presently under suspension are fair, just, and reasonable. 7 (3) It is consistent with the public interest to dismiss the Complaint and Order Suspending Tariff Revisions in this docket and to grant the revisions to Gamble Bay Water, Inc.’s, Tariff WN U-2, effective on March 1, 2001. O R D E R 8 THE COMMISSION ORDERS: 9 (1) The Commission dismisses the Complaint and Order Suspending Tariff Revisions in this docket, dated November 29, 2000. 10 (2) The tariff revisions filed in this docket on October 30, 2000, shall be effective on March 1, 2000. 11 (3) Gamble Bay Water, Inc., will be required to provide quarterly reports of the surcharge funds until completion, as stated in the tariff conditions 12 (4) Gamble Bay Water, Inc., will, upon completion and use of the new well, forward copies of all original vendor invoices and documents related to the cost of the new well. 13 (5) Gamble Bay Water, Inc., shall provide a service connection to any customer requesting water service under Department of Health capacity limits and shall not insist on or enforce any additional developer or third party requirements.
